ELECTION RESULTS: Senior Citizens Fund Passes
April 2, 2013 8:44 p.m.

The proposed senior citizens fund ballot issue for Livingston County passed with 56 percent of the votes cast in Tuesday's election. The election saw just a 13 percent voter turnout among its precincts, with 1,216 of the registered voters casting ballots.

The only other countywide question was for the Livingston County Health Center Director. Four candidates had filed for three of the open seats. Top vote-getters were Darlene Hughes (706), Doug Doughty (672), and Marilyn Brodmerkle (669). Alvina Benskin received 649 votes.

13 Percent Voter Turnout in County
Livingston County saw just a 13 percent voter turnout in Tuesday's election. Unofficial results show that 1,216 of the county's 9,397 registered voters cast ballots. The greatest percentage of registered voters casting ballots was found at the Jenkins Community Center, where voters from Blue Mound and Monroe townships were casting ballots. Just over 26 percent of the 546 registered voters cast ballots. A contested school board election for the Livingston R-1 District may have been a big draw at the polls, as three candidates had filed for two open positions. Chillicothe's 3rd Ward had the lowest percentage of voter turnout in Tuesday's election. Just 80 voters (or 6 percent) of the ward's 1,331 voters cast ballots.

Voters Pass Seniors Fund
April 3, 2013

Livingston County voters on Tuesday approved a 5-cent tax levy to establish a Senior Citizens Fund. The measure passed by garnering 56 percent of the votes cast. There were 661 'Yes' votes, and 523 'No' votes. The proposal needed a simple majority to pass. The Senior Citizens Fund will be a dedicated fund that can only be used for the improvement of health, nutrition and quality of life of people living in Livingston County who are 60 years of age and older. Chillicothe resident Ron Wilder advocated for the proposal. "This is something that 11 counties in our area already have. Some of them have had it for a number of years," he said as election results were being posted at the courthouse Tuesday evening. "We really need something that is just for senior citizens," Wilder continued. With its passage, property owners pay an extra 5 cents per $100 of their assessed property valuation. "It isn't a lot of money," Wilder said. "It is a small five cents per $100 valuation, so the average person is going to pay $10 to $15." "It's a great thing for the community," he continued. "I think it shows the support of the senior community here. Everybody is going to be a senior sooner or later, or at least they hope to be, and I think it is something that really everybody will appreciate." The fund is estimated to generate $78,964 per year for the direct benefit of present and future citizens 60 years of age and older. "What it will do is set up a board of seven local individuals that will accept requests for grants," Wilder said. "Then, the board decides whether to give the money according to what we think it will do for seniors. Any organization that solely works with seniors 60 years and older will be eligible to apply for a grant." The proposal passed in all of Chillicothe's wards and several of the precincts outside the city. The city wards combined (not including absentee votes), produced 299 'Yes' votes, and 195 'No' votes. The measure also passed in the voting precincts of Wheeling Township, Blue Mound and Monroe Townships, Green and Mooresville Township. The proposal failed in the Chillicothe and Rich Hill townships, Jackson and Sampsel townships, Fairview and Grand River townships, and Cream Ridge and Medicine townships. Wilder said he was pleased to see the measure pass by a large margin. "I think it proves that the citizens of Chillicothe came through again," he said.

Hughes, Doughty, Brodmerkle Elected to Health Center
April 3, 2013

Livingston County voters on Tuesday elected three directors for the Livingston County Health Center. Four candidates filed for the three open positions. The top vote-getters were Darlene Hughes with 706 votes, Doug Doughty with 672 votes, and Marilyn Brodmerkle with 669 votes. Alvina Benskin received 649 votes. Less than 1 percent separated Benskin from the Doughty and Brodmerkle. The health center has five directors. The other two directors currently serving are Harry Lockridge and Sandy Hart.

Other selected election results within Livingston County only are as follows:

  • City of Chula - four write-in votes for south ward alderman. For north ward alderman, Larry Ward received 8 votes and Thomas Weitzel received 3 votes.
  • City of Wheeling - Darrin Fravel received 11 votes for mayor. Kenny Mitchell received five votes for the position of east ward councilperson, and there were 2 write-in votes cast. Gary Wayman received four votes for west ward councilperson.
  • Town of Ludlow - Voters were to elect two individuals for board member posts. Alan Miles was the lone candidate and received 19 votes. There were 14 write-in votes cast.
  • Village of Utica - Voters were to elect three individuals to the board of trustees. Jason Moore received 14 votes and Jeff McCoy received 12 votes. There were 24 write-in votes cast.
  • Mooresville Township Fire Protection District - No one filed the two open seats. There were 39 write-in votes for the six-year term, and 38 write-in votes for the four-year term.
  • Voters in Ambulance District No. 6 selected Alvin Roger Thompson as a director. Thompson received 165 votes, compared to Pat Henry's 152 votes. The district takes in the townships of Cream Ridge, Green, Jackson, Monroe, Mooresville and Sampsel, as well as a portion of Chillicothe Township.
  • Rich Hill Township voters elected David L. Beck as trustee. For board members, voters elected Rick "Sarge" Ralls with 47 votes, and Rick Surber with 40 votes. They won over Jarrod Marshall with 38 votes, and Aaron Peel with 29 votes.

No Contests in Chillicothe City Election
April 3, 2013

The city of Chillicothe had its municipal election Tuesday, but because there were no contested races, the candidates whose names were on the ballot were elected. The names of several individuals were written in on the ballots; however, it won't be until after the Verification Board meets that the results will be known. There were 49 write-in votes cast for attorney and 30 for treasurer. No candidates had filed for those positions. The names of several individuals were written in for other positions; however, because there were declared candidates for those positions, the write-in votes will not be counted, according to Livingston County Clerk Sherry Parks. Results of the city election are as follows:

Mayor: Chuck Haney, 409 votes, and 19 write-in votes.
Attorney: 49 write-in votes
Treasurer: 30 write-in votes.
Clerk: Rozanne "Roze" Frampton, 463 votes, and 4 write-in votes.
Constable: Richard L. Knouse, 475 votes, and 4 write-in votes.
Auditor: Theresa Gatson Kelly, 470 votes, and four write-in votes;
Councilman-At-Large: David M Moore, 452 votes, and 4 write-in votes;
1st Ward: Reed Dupy, 174 votes, and 3 write-in votes;
2nd Ward: Wayne Cunningham, 105 votes, and 1 write-in vote;
3rd Ward: Tom Douglas, 67 votes, and 2 write-in votes;
4th Ward: Paul Howard, 111 votes, and 3 write-in votes.

Anderson, Webb Elected to R-1 Board
April 3, 2013

Voters elected Mark Anderson and Brad Webb to the Livingston County R-1 Board of Education. Anderson received 177 votes, and Webb received 138 votes. Orland Oesch received 110 votes.

In the Tina-Avalon School District, voters elected Garnett Churan (99 votes) and Jayne Alkire (96 votes). Shane Harkins received 34 votes. The school district encompasses voters in Carroll and Livingston counties. Carroll County voters gave Churan 80 votes, Alkire 78 votes, and Harkins 22 votes. Livingston County voters residing within the T-A School District gave Churan 19 votes, Alkire 18 votes, and Harkins 12 votes.

The Chillicothe and Chula school districts did not have elections.

Road Questions Pass
April 3, 2013

Voters in the five townships with road questions on the ballot supported the continuation of levies in the amount of 35 cents per $100 assessed valuation. The road question was on the ballots of Fairview Township (29 to 7), Grand River Township (26 to 7), Monroe Township (49 to 10), Mooresville Township (60 to 11), and Wheeling Township (18 to 4).

ASSORTMENT OF ISSUES ON BALLOT

Election Day is less than two weeks away and an assortment of issues will appear on the ballot.

The only countywide question is whether to levy a 5-cent tax per $100 assessed valuation to establish the Livingston County Senior Citizens Service Fund.

One countywide candidate race will be decided on April 2. Voters will choose three members for the Health Center Board of Directors. Four have filed: Darlene Hughes, Alvina Benskin, Doug Doughty, and Marilyn Brodmerkle.

Residents throughout the county may have an assortment of issues and candidates to consider at the polls.

Voters in Ambulance District No. 6 will select a director. Two candidates filed: Pat Henry and Alvin Roger Thompson. The district takes in the townships of Cream Ridge, Green, Jackson, Monroe, Mooresville and Sampsel, as well as a portion of Chillicothe Township.

School Boards

  • The Chillicothe R-2 School District will not have an election because just two people filed for the two openings on the Board of Education. Those are current board member Robin Westphal, who filed for re-election, and Robin Quinn, who will fill the vacancy created by David Meneely, whose term is expiring.
  • The Southwest Livingston County R-2 School District will have an election for its Board of Education. There are two open seats and three candidates: Orland Oesch, Mark Anderson, and Brad Webb.

Cities, Townships

The city of Chillicothe will have an election for city offices; however, there are no races. Incumbent Mayor Chuck Haney has filed for re-election, as did incumbents Rozanne "Roze" Frampton for city clerk, Richard L. Knouse for constable, Theresa Gatson Kelly for auditor, David M. Moore for councilman-at-large, Reed Dupy for 1st Ward councilman, Wayne Cunningham for 2nd Ward councilman, Tom Douglas for 3rd Ward councilman, and former 4th Ward Councilman Paul Howard. Current 4th Ward Councilwoman Pam Jarding did not file for re-election.

The City of Chula has one opening for North Ward Alderman and one opening for South Ward Alderman. Two candidates have filed for the North Ward Alderman position: Larry Ward and Thomas Weitzel. No candidates filed for the South Ward position.

The Town of Ludlow has two openings for board members. One candidate, Alan Miles, has filed for the position.

The Village of Utica has three openings on its board of trustees. Two candidates have filed: Jason Moore and Jeff McCoy.

Voters in the City of Wheeling will be voting on mayor, East Ward councilperson, and West Ward councilperson. Darrin Fravel filed for the mayoral position, Kenny Mitchell for East Ward councilperson, and Gary Wayman for West Ward councilperson.

In Rich Hill Township, David Beck has filed for the position of trustee, and Suzi Beck has filed for the clerk position. Four people filed for the two open board member seats. They are: Aaron Peel, Rick Surber, Jarrod Marshall and Rick "Sarge" Ralls.

Roads

  • Fairview Township General Road District is asking to continue to levy the current additional tax rate of 35 cents on the $100 valuation for a period of four years. If approved, the current total tax levy will remain at 35 cents on the $100 valuation.
  • Grand River Township General Road District is asking to continue to levy the current additional tax rate of 35 cents on the $100 valuation for a period of four years. If approved, the current total tax levy will remain at 35 cents on the $100 valuation.
  • Monroe Township General Road District is asking to continue to levy the current additional tax rate of 35 cents on the $100 valuation for a period of four years. If approved, the current total tax levy will remain at 35 cents per $100 valuation.
  • Mooresville Township General Road District is asking to continue the levy o the current additional tax rate of 35 cents on the $100 valuation for a period of four years. If approved, the current total tax levy will remain at 35 cents on the $100 valuation.
  • Wheeling Township General Road District is asking to continue to levy the current additional tax rate of 35 cents on the $100 valuation for a period of four years. If approved, the current total tax levy will remain at 35 cents on the $100 valuation.

Fire District

  • The Hale Fire Protection District has one position open on its board for a six-year term. Two candidates have filed: Junior Jones and Ricky Shatto.
  • The Mooresville Township Fire Protection District has one opening on its board for a six-year term. No candidates have filed for the position.

Polls will be open from 6 a.m. until 7 p.m.
