County Tax Statements Being Mailed

Livingston County tax statements will be mailed Friday and property owners should be receiving them in the days ahead. In all, there will be 17,352 statements mailed (11,206 for real estate and 6,146 for personal property). Taxes may be paid anytime after Nov. 1 and are due by Dec. 31.

County taxpayers are being billed a total of $9,588,974.24, an increase of nearly $20,000 over the 2008 amount. This year’s total is comprised of $6,548,733.28 in real estate taxes; $2,317,552.64 in personal property taxes, and $722,688.32 in railroad and utilities taxes.

For the first time ever, Livingston County taxpayers will have the option of paying their taxes using credit or debit cards. They must either pay in person or over the phone if using a credit card (Discover, Visa and Master Card accepted) or a debit card. A 3.9 percent convenience fee will be charged to the taxpayers if they choose to pay by credit or debit.

Also new this year will be the consolidation of tax bills for those who own property in the city of Wheeling. In addition to county taxes, Livingston County Collector Martha Peery’s office will be collecting taxes for the city of Wheeling.

For the first time in at least recent history, the overall tax values in Livingston County have decreased from the previous year. Typically, valuations tend to increase between $1 million and $2 million from year to year. While 2009 real estate values increased slightly over last year, the personal property values dropped by about $2.5 million.

Livingston County Assessor Steve Ripley said the drop in personal property figures was largely caused by a decline in the number of new cars purchased this year as well as a change in the way a business’ personal property is assessed. He said the business sector’s overall personal property values dropped because of a state-mandated new depreciation schedule which, in essence, makes the value of personal property decrease more rapidly.

Ripley said all counties in northwest Missouri are experiencing a decrease in personal property values, largely because of the new depreciation tables affecting business personal property.
Additionally, the valuation of the railroad and utilities is also declining, having experienced a $53,429 drop in 2009.
